EFCC And ICPC Stripped Of Powers To Hold Assets In Corruption Cases

The Economic and Financial Crimes Commission (EFCC) and other allied bodies have been stripped of the powers to seize assets of people being investigated and such powers transferred to the Office of the Attorney-General of the Federation (AGF).

Hitherto, the EFCC had the powers to initiate non-conviction based forfeiture as was done in the case of the wife of a former President, Patience Jonathan. With the new directive, only the AGF can initiate seizure orders from the court.

The directive was made public through a Federal Republic of Nigeria Official Gazette, Vol. 106, No 163, entitled, “Asset Tracing, Recovery and Management Regulation 2019’’, dated Oct. 29, 2019. “All non-conviction based forfeiture shall be conducted by the Office of the Attorney-General of the Federation. “Where a non-conviction based forfeiture procedure arises, the LEA (Law Enforcement Agency) and ACAs (Anti-Corruption Agencies) shall transfer the matter to the Office of the AGF,’’ it states in part.

The gazette says where a non-conviction based forfeiture procedure arises, the law enforcement agency and the anti-corruption agencies should transfer the matter to the office of the AGF. In addition, all seized assets shall be registered by all the Ministries, Departments and Agencies of government while all final forfeited assets recovered by agencies shall be handed over to the AGF within 60 days from the commencement of the regulations of management.

On non-compliance, the Attorney-General warned that any agency head who failed to follow the new guidelines would be dealt with.

“Non–compliance with the regulations of these provisions and the guidelines and directions made pursuant to these regulations shall be considered insubordination and attract liability under the Public Service Rules.”

On prosecution of future corruption cases, the Attorney-General said henceforth all programmes regarding anti-corruption “must be done with the express approval of his office.’’ Persecondnews reports that another gazette No. 162, entitled, “Guidelines for the implementation of the National Anti-Corruption Strategy 2017-2021’, on getting approval for prosecution of corruption cases by the anti-graft bodies, has also been published.

Igbo Presidency is not in Existence in Nigeria - Rochas Okorocha

The Current senator representing IMO North senatorial district at the National Assembly and former Governor of the State, Rocha's Okorocha had pointed out that there is nothing like Igbo Presidency.

Speaking about the issue, he said that the next election which is on 2023 should be centered on who can create a part for Jobs, handle the affairs of the country and provide security. He further stated that there is nothing wrong with anyone contesting elections for the office of the President, Republic of Nigeria.

He told The Sun “I don’t think that there is anything called Igbo Presidency in Nigeria. We don’t have any of such nomenclature as Igbo Presidency.

‘What you have is a Nigerian Presidency or Nigerian President. What you will be asking would be what do you make of a Nigerian president of Igbo extraction. I think that is the question you are asking. That is the question.

“Absolutely, democracy is about the people and the South East is not on its own. It is part and parcel of this country. And it is possible. But it is possible with supports of other states and other ethnic groups.

“There is nothing wrong with anyone contesting elections for the office of the President, Republic of Nigeria.

“But we have come to a very crucial moment in our nation’s political history to say that sentiments of where you come from should not determine the position you hold in this country. Rather, we should start looking for people that have something upstairs and who can afford to bring about development and the dividends of democracy in this country.

“You have a lot of them in Igbo land. There are many of them who can do that. So, you cannot just be a president because you want to be a president.

“If you want to be a president because you can guarantee security in this country, you can bring about harmonious co-relationship among the various ethnic groups in this country; and then you can put food on the table for the common man and create jobs for the youth of this country.

“This is what should be the criteria for the Nigerian President and not where you come from. Over the years, we have been in this tradition of where you come from as a determinant of what position you hold and that has not given us the best results.

“And so, we must grow above that and begin to think of people who have the capacity, the capability to handle the affairs of this nation and make it a giant of Africa that it should be.

“If it is on that note, I agree with everybody that we need a Nigerian President, but he is and should be for all Nigerians.

“The other challenge is that most of the time, we have allowed our primordial sentiments to control the political atmosphere of this country and that has not yielded the positive results. I must say at this point in time, let us look for credible people, let us look for somebody, at whatever level.

“Be it at the local government level, senatorial or be it at the governorship level. Let the people that have the capacity and can create jobs, handle the affairs of this country. That is what I believe in.”

For the first time in 19 years, scientists has detected a new strain of HIV.

The strain is part of the M-group version of HIV-1, the same family of virus subtypes that should be blamed on the global HIV pandemic, according to Abbott Laboratories, which conducted the research in collaboration with the University from Missouri. Kansas City

The findings were published Wednesday, Nov. 7 in the Journal of Acquired Immune Deficiency Syndromes. HIV has many different subtypes or strains and, like other viruses, has the ability to change and mutate over time.

This is the first new HIV strain in group M identified since the establishment of guidelines for classifying subtypes in 2000. It is important to know which strains of virus are circulating to ensure the effectiveness of the tests used. to detect the disease.

"This can be a real challenge for diagnostic tests," said Mary Rodgers, co-author of the report and principal scientist at Abbott. His company tests more than 60% of the world's blood supply, he said, and needs to research new strains and track those in circulation so that "we can accurately detect it wherever it is. in the world".

Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, said current HIV treatments are effective against this strain and others. However, identifying a new strain provides a more complete picture of the evolution of HIV.

"There is no reason to panic or even worry a bit," Fauci said. "Few people are infected with this, it's an atypical case." For scientists to declare that this is a new subtype, three cases must be detected independently. The first two were found in the Democratic Republic of Congo in 1983 and 1990. Both strains were "very unusual and did not match any other," Rodgers said.

The third sample found in the Congo was collected in 2001 as part of a study to prevent transmission of the virus from mother to child. The sample was small and although it looked a lot like the two oldest samples, the scientists wanted to test the entire genome to be sure. At that time, there was no technology to determine if it was the new subtype. Scientists from Abbott and the University of Missouri then developed new techniques for studying and mapping the 2001 sample. According to Rodgers, it was like "looking for a needle in a haystack" then "take out the needle with a magnet".

"This discovery reminds us that to end the HIV pandemic, we must continue to believe that this virus is constantly evolving and using the latest technologies and resources to keep pace with its evolution," co-authored Carole McArthur, a professor at The Department of Oral and Craniofacial Sciences at the University of Missouri, Kansas City, said in a statement.

According to the World Health Organization, some 36.7 million people around the world are living with HIV. UNAIDS estimates that in 2016, some 1.8 million people have recently been infected.

Dubagari FC player, Yakubu Hassan Suspended By NSFA for slapping Referee

The Nasarawa Football Association has just suspended Yakubu Hassan, a footballer who plays for Dubagari Football Club, Lafia, a local team in Nasarawa State indefinitely for slapping a centre referee during a football match.

Halidu Akwashiki, Vice Chairman of the association, confirmed the disciplinary action in an interview with a correspondent of News Agency of Nigeria in Lafia on Wednesday.

Akwashiki said that Hassan slapped the centre referee, Kasimu Ahmadu on October 29 during his team’s encounter with another local team, Winda Force Football Club in Nasarawa-Eggon Local Government Area of the state after he was cautioned for an infringement.

NAN reports that the initiative is for local teams across the state and kicked off on September 26 with 30 teams participating and divided into four groups.

Akwashiki described the incident as bizarre and said the FA via the disciplinary committee set up for the competition sat and decided to suspend the player from further participation in the competition.

Akwashiki, who is also chairman of the competition’s disciplinary committee added that aside from the suspension, the player was directed to write an apology letter to the match officials and his club to pay a fine to the FA.

“The actions we took will serve as lessons to other players and clubs never to intimidate or instigate violence against match officials and to adhere strictly to the rules of the game,” he said.

He explained that the incident had been awkward and embarrassing to the match officials and both teams involved in the fixture and even warranted the player’s teammates reprimanding him for his action.

“It was embarrassing for everyone, and I mean everyone including the fans because we all assumed this action is unheard of in this generation but to our surprise, we have been reminded of the dangers match officials face just for doing their jobs; it is sad,” he said.

Also speaking, Mohammed Isa, Secretary General, Nasarawa State Referees Council, expressed his disappointment over the incident and canvassed for stiffer punishment for any player who violently attacks referees in the course of carrying out their duties on the field of play

Buhari's Government Should Please forgive Rivers State - Governor Wike

Governor Nyesom Wike has prayed Federal Government (FG) to forgive Rivers state people for any wrong they did to warrant perceived federal neglect currently being suffered by the state.

Wike spoke on Tuesday in Port Harcourt during maiden delivery of Liquefied Petroleum Gas (LPG) to downstream investor, Stockgap Terminal by the Nigeria Liquefied Natural Gas (NLNG) Bonny.

Highlighting some the vexed issues of federal neglect, the Governor said, “Because it’s Rivers, FG has refused funding the Bodo-Bonny Highway even when NLNG has agreed to borne 50% of the (N120Billion) project cost.

“Even if Rivers has done anything wrong, please we are begging, forgive us, but I don’t think we have done anything wrong as Rivers people. Rivers is the better place to invest. We continue to support every investment brought here and the gratitude we get is that key investors are embracing our confidence to invest here why some people are de-marketing the state.”

Declining earlier promise to dredge the Bonny channels for ease of vessel movements, Wike said, “What is the Nigeria Ports Authority (NPA) doing? Rivers government should now be the one to dredge the channels and NPA is busy collecting levies and revenues from marine operators?

“Why should that be? You don’t expect me to dredge waterways for NPA to be collecting all the money. You (FG) are building a new Port in Lagos, but those in Rivers you rendered idle, grounded with no development attention.”

Wike pledged to upgrade the road leading to the Stock pad Terminal where Rivers and neighbouring states can now get closer and cheaper access to LPG instead of trucking from Lagos before now, the governor, however, cautioned management of the firm to carry the host Rumuolumeni along.

“What we won’t condone about investors investing in Rivers is denying our people deserved employment quota. You must ensure that we get the right quota of our people to work here and give adequate training to them to be better placed to excel in the industry”, Wike told management of the company.

Sack Of Osinbajo's Aid cause tension in Aso Rock

The seat of power, Aso Rock, creates a palpable tension over the alleged looting of 35 assistants working with Vice President Yemi Osinbajo.

New Telegraph inferred that the accusing fingers pointed to the Chief of Staff, President Muhammadu Buhari, Abba Kyari, who was apparently behind the bag.

The looting of the affected assistants occurs when President Buhari is in London, UK, where he makes a private visit.

A source from the relevant presidency confirmed yesterday that most of the participants were aware of the plunder plan planned before Abba Kyari's visit to London, where he took the Offshore Amendment Act in 2019 for the president's consent.

The source of the development stated that the participants were surprised to understand that President Buhari had agreed to his withdrawal because he had been told that Vice President Osinbajo had intervened in the case.

"This case was under way, but the vice-president was involved, in the hope that it would be dealt with without creating friction.

"Everyone here is baffled. Most of the participants were first transferred to ministries, departments and agencies (MDAs) to work with the new ministers, but there was no vacancy. In fact, they turned around, "said the source.

In addition, the source said President Buhari may not be aware of developments as the vice president is still waiting for the president to return to solve the problem.

A source from the Presidency confirmed that President Buhari had personally approved the appointment of the 35 disconnected assistants. Previously, the president had given a directive on the deployment of some of the assistant vice-presidents in the ministries and stipulated those that would be kept at the Villa.

"This was part of a reorganization of the presidency proposed to the president by Kyari, which seems to involve the vice president in a struggle for power," said a source.

The source added that it was the chief of staff who had put pressure on the secretary of the government of the Federation (SGF), Boss Mustapha, to have all the assistants reassigned to the ministries, with the exception of those deployed in the Ministry of the Interior. Humanitarian affairs, be removed from the mandate. disasters and social development.

Initially, it was said that SGF had resisted Kyari's instructions to the point that the duo would have participated in a screaming march. Kyari told Mustapha that the withdrawal was a directive from the president. This led the SGF to send the withdrawal letters to the affected aides of the Vice-President.

We know that Kyari, the chief of staff of President Buhari, is one of the closest aides to the president. Schedule president schedules and appointments with ministers, other cabinet members, and Aso Rock visitors.

Kyari's influence appeared to many during a presidency-sponsored retreat for the ministers appointed at the time.

In declaring the withdrawal open on November 5, 2015, Buhari said: "In addition, all communications and appointments of you to the presidency should be sent through the office of the chief of staff, in accordance with the usual procedure." . this presidential system ".

In addition, another source of the presidency confirmed to New Telegraph that the security agents had retrieved the labels of access to the presidential villa from the assistants concerned.

Yesterday, at the resumption of work, security officers addressed them at the door. They therefore confiscated their labels by confirming their identity among the names of the licensed assistants who were apparently at their disposal.

"Some of them came to work earlier yesterday, but they had to leave without asking, in order to avoid any unpleasant incident with security personnel who have already been informed of what to do", said a source at New Telegraph.

Laolu Akande, Special Assistant to the Vice President for Media and Advertising, could not be contacted to respond to the changing situation as his number was busy as of the date of publication.

The assistants of President Buhari also kept silent about the evolution of the situation. One of the president's chief advisers told New Telegraph that Boss Mustapha, secretary of the government of the federation (SGF), is responsible for sending letters of appointment and, if so, drawing them as well.

Kogi election: 35,000 additional police officers deployed

Mohammed Adamu, inspector general of  police, deployed an additional 35,000 police in Kogi state to "protect" people and property before and during the elections on 16 November.

Kayode Ayilara, the deputy police commissioner in charge of the operation in the state, announced on Wednesday in Lokoja.

The police chief revealed this while responding to concerns raised about police neutrality in upcoming elections at an event organized by a non-governmental organization, "Finding Common Ground".

He added that deployed police officers would arrive in the state on November 11, claiming that they came from Abuja and other states.

Ayilara said the armed police would also be positioned in strategic areas identified in the state to ensure a quick response to any emergency.

He said four police officers would be deployed in each of the state's 2,548 voting units, assuring citizens of the neutrality of the police in their behavior before and during the elections.

Ms. Lola Memedu, the head of an NGO, had already spoken during a presentation, expressing concern over the steady rise in state tension before the elections.

Memedu stated that the group, through EECSP project, had observed instances of violence and physical aggression between the Progressive General Congress (PCA) and the People's Democratic Party (PDP).

"There was a series of attacks during campaign demonstrations and party activities.

"The local governments of Dekina and Ankpa have recorded the highest number of violent attacks between party members and supporters.

"For example, on October 19, 2019, a party supporter was shot dead in Anyingba during one of the party's demonstrations.

"The number of deaths recorded in the communities of Anyingba and Ankpa is quite alarming.

"There has been an increase in the use of political thugs to perpetrate violence,
since it was registered in Dekina, Ankpa, Olamaboro, Omala and Idah local government areas, "he said.

According to Memedu, the report's goal is to identify potential threats to peaceful elections before and after the elections.

This, he said, will facilitate a quick response from stakeholders.
such as the police, the INEC and the National Referral Agency to intervene to prevent violence.

The group also urged the media to objectively report on issues related to the process, conduct and outcome of the elections, to calm tensions and prevent violence.

Rashford talks about Man Utd's victory among the top four

Manchester United striker Marcus Rashford said "it is not impossible" for the club to be in the top four this season.

The Red Devils are currently in tenth place with 13 points, 10 behind Leicester City and Chelsea, who are currently third and fourth.

But Rashford thinks that reaching the Champions League places is not out of reach.

"It's going to be difficult [to be in the top four] but it's not impossible." We do not need to focus on another team, we play our best football when we focus on ourselves and progress.

"It's the only way Man Utd plays good football and we have to do it again." It can be very simple for us and at the same time you do not want to complicate it.

"The essential thing is to recover. I always think that with games at home, if you are energetic in the field, you run and you are animated, you win the games more often.

"Old Trafford is a special place and if we do it with the fans behind us, it's a hard place to find." With the pace we play when we are in top form, it is very difficult to stop. So we use it as a template and we have to do it again.

"I only watch games where we played well and where we did not play. You weigh them and observe how you can be more consistent in the games in which you played well.

"There was a game against Leicester in which it was not 90 minutes of fun, but you went through the game." We won 1-0 and that's a lot for the team and for you as an individual. But ideally, you want that support there and you want to be in a position to help your teammates, "he told Soccer Saturday.

Buhari had eliminated the corruption in oil sector - Ribadu

First chairman of the Economic and Financial Crimes Commission (EFCC), Nuhu Ribadu revealed that there has been no oil billionaire since President Buhari became Oil Minister.

Ribadu, who revealed this in his presentation on the fight against corruption and good governance during a two-day retreat for the commissioners, special assistants and permanent secretaries of Gombe State, on Monday, November 4, added that the administration of President Buhari had eliminated the corruption in oil. sector.

The former head of the anti-theft agency also urged government officials to vow never to steal public funds, as a dirty-headed ruler has no moral right to question his subordinates.

"
Make a personal vote not to steal public funds. You can not stop corruption in the police when the public service is still corrupt. Stop the corruption and see what will happen in society, "said Ribadu.

"Corruption undermines confidence in leadership. A dirty-headed ruler does not have the moral right to question his subordinates.

"For you, all this is a trampoline. You should not fall in love with banana peel and, therefore, fall apart. EFCC, NFIU are able and can see you.

"They have the infrastructure to track every penny stolen from the government. Things have changed and the world has changed, so let's change too.

"Since President Buhari took up the post of Oil Minister, I have not seen anyone become a billionaire in the oil sector, because there is a leader who is not corrupt."

Resign as President if you can’t lift Nigerians out of poverty – Bamgbose tells Buhari

A Nigerian lawyer and President of the Caleb and Greg Foundation, CAGG, Olusegun Bamgbose, has said that President Muhammadu Buhari should have nothing doing in the State House if he can’t tackle poverty.

He called on the President to declare war on poverty and joblessness among youths in the country.

“This is actually not shocking but a sad one. If these Nigerians were a country, it will be more populous that Germany. It’s really not good news because almost six people in Nigeria fall into poverty trap every minute.

“We, therefore, call on Buhari’s government to declare total war against extreme poverty and go further to declare State of emergency on joblessness in the country. Wars can’t be fought without weapons.

“The weapons should be pragmatic and purposeful programs that will clearly minimize poverty in Nigeria.

“The World Poverty Clock has clearly indicated that if nothing seriously and sustainable is done to curtail poverty, Nigeria might be home to 120 million people living in extreme poverty come 2030.

“This is dreadful. I want to say here with all sense of responsibility that this is certainly not the best of time for President Buhari to be out of the country for more than five days.

“The economic status of Nigeria being the poverty capital of the world must change.

“Something urgent and cogent must be practically done to nip in the bud this perennial problem of poverty, hardship and joblessness.

“The introduction of N-Power is quite good but more is expected from the government to reduce meaningfully the poverty trend in Nigeria.

“Poverty and joblessness breed crime and violence. Our youths are finding crime attractive because the jobs are not there.

“No country in the world has ever succeeded in curbing the wave of crime without first tackling poverty headlong.

“Mahatma Gandhi once said that poverty is the worst form of violence. It’s not in doubt that poverty is a nightmare.

“The government must search for extraordinary ways through which poverty will be minimized if not eradicated.

“It won’t be out of place to come up with a committee with a mandate to come up with blueprints on how jobs can be created and poverty minimized.

“If this government can’t find a way to minimize poverty then the government has failed in its responsibility .

“President Buhari has nothing doing in State House if he can’t tackle poverty. On our part as Foundation, we shall launch LEAP Community in 2020.

“Let’s Eradicate Abject Poverty, LEAP. It’s our expectation that about 25 million Nigerians will be part of the community.

“Our main aim is to join forces with the government and stakeholders to eradicate poverty in Nigeria not later that 2030. We however expect President Buhari to take the lead in fighting poverty.

“Our universities turn out graduates every year but joblessness stare at them. Crime and prostitution are now on the increase as a result of poverty and joblessness. The time to act decisively is now. “
