EFCC And ICPC Stripped Of Powers To Hold Assets In Corruption Cases

The Economic and Financial Crimes Commission (EFCC) and other allied bodies have been stripped of the powers to seize assets of people being investigated and such powers transferred to the Office of the Attorney-General of the Federation (AGF).

Hitherto, the EFCC had the powers to initiate non-conviction based forfeiture as was done in the case of the wife of a former President, Patience Jonathan. With the new directive, only the AGF can initiate seizure orders from the court.

The directive was made public through a Federal Republic of Nigeria Official Gazette, Vol. 106, No 163, entitled, “Asset Tracing, Recovery and Management Regulation 2019’’, dated Oct. 29, 2019. “All non-conviction based forfeiture shall be conducted by the Office of the Attorney-General of the Federation. “Where a non-conviction based forfeiture procedure arises, the LEA (Law Enforcement Agency) and ACAs (Anti-Corruption Agencies) shall transfer the matter to the Office of the AGF,’’ it states in part.

The gazette says where a non-conviction based forfeiture procedure arises, the law enforcement agency and the anti-corruption agencies should transfer the matter to the office of the AGF. In addition, all seized assets shall be registered by all the Ministries, Departments and Agencies of government while all final forfeited assets recovered by agencies shall be handed over to the AGF within 60 days from the commencement of the regulations of management.

On non-compliance, the Attorney-General warned that any agency head who failed to follow the new guidelines would be dealt with.

“Non–compliance with the regulations of these provisions and the guidelines and directions made pursuant to these regulations shall be considered insubordination and attract liability under the Public Service Rules.”

On prosecution of future corruption cases, the Attorney-General said henceforth all programmes regarding anti-corruption “must be done with the express approval of his office.’’ Persecondnews reports that another gazette No. 162, entitled, “Guidelines for the implementation of the National Anti-Corruption Strategy 2017-2021’, on getting approval for prosecution of corruption cases by the anti-graft bodies, has also been published.

Igbo Presidency is not in Existence in Nigeria - Rochas Okorocha

The Current senator representing IMO North senatorial district at the National Assembly and former Governor of the State, Rocha's Okorocha had pointed out that there is nothing like Igbo Presidency.

Speaking about the issue, he said that the next election which is on 2023 should be centered on who can create a part for Jobs, handle the affairs of the country and provide security. He further stated that there is nothing wrong with anyone contesting elections for the office of the President, Republic of Nigeria.

He told The Sun “I don’t think that there is anything called Igbo Presidency in Nigeria. We don’t have any of such nomenclature as Igbo Presidency.

‘What you have is a Nigerian Presidency or Nigerian President. What you will be asking would be what do you make of a Nigerian president of Igbo extraction. I think that is the question you are asking. That is the question.

“Absolutely, democracy is about the people and the South East is not on its own. It is part and parcel of this country. And it is possible. But it is possible with supports of other states and other ethnic groups.

“There is nothing wrong with anyone contesting elections for the office of the President, Republic of Nigeria.

“But we have come to a very crucial moment in our nation’s political history to say that sentiments of where you come from should not determine the position you hold in this country. Rather, we should start looking for people that have something upstairs and who can afford to bring about development and the dividends of democracy in this country.

“You have a lot of them in Igbo land. There are many of them who can do that. So, you cannot just be a president because you want to be a president.

“If you want to be a president because you can guarantee security in this country, you can bring about harmonious co-relationship among the various ethnic groups in this country; and then you can put food on the table for the common man and create jobs for the youth of this country.

“This is what should be the criteria for the Nigerian President and not where you come from. Over the years, we have been in this tradition of where you come from as a determinant of what position you hold and that has not given us the best results.

“And so, we must grow above that and begin to think of people who have the capacity, the capability to handle the affairs of this nation and make it a giant of Africa that it should be.

“If it is on that note, I agree with everybody that we need a Nigerian President, but he is and should be for all Nigerians.

“The other challenge is that most of the time, we have allowed our primordial sentiments to control the political atmosphere of this country and that has not yielded the positive results. I must say at this point in time, let us look for credible people, let us look for somebody, at whatever level.

“Be it at the local government level, senatorial or be it at the governorship level. Let the people that have the capacity and can create jobs, handle the affairs of this country. That is what I believe in.”

For the first time in 19 years, scientists has detected a new strain of HIV.

The strain is part of the M-group version of HIV-1, the same family of virus subtypes that should be blamed on the global HIV pandemic, according to Abbott Laboratories, which conducted the research in collaboration with the University from Missouri. Kansas City

The findings were published Wednesday, Nov. 7 in the Journal of Acquired Immune Deficiency Syndromes. HIV has many different subtypes or strains and, like other viruses, has the ability to change and mutate over time.

This is the first new HIV strain in group M identified since the establishment of guidelines for classifying subtypes in 2000. It is important to know which strains of virus are circulating to ensure the effectiveness of the tests used. to detect the disease.

"This can be a real challenge for diagnostic tests," said Mary Rodgers, co-author of the report and principal scientist at Abbott. His company tests more than 60% of the world's blood supply, he said, and needs to research new strains and track those in circulation so that "we can accurately detect it wherever it is. in the world".

Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, said current HIV treatments are effective against this strain and others. However, identifying a new strain provides a more complete picture of the evolution of HIV.

"There is no reason to panic or even worry a bit," Fauci said. "Few people are infected with this, it's an atypical case." For scientists to declare that this is a new subtype, three cases must be detected independently. The first two were found in the Democratic Republic of Congo in 1983 and 1990. Both strains were "very unusual and did not match any other," Rodgers said.

The third sample found in the Congo was collected in 2001 as part of a study to prevent transmission of the virus from mother to child. The sample was small and although it looked a lot like the two oldest samples, the scientists wanted to test the entire genome to be sure. At that time, there was no technology to determine if it was the new subtype. Scientists from Abbott and the University of Missouri then developed new techniques for studying and mapping the 2001 sample. According to Rodgers, it was like "looking for a needle in a haystack" then "take out the needle with a magnet".

"This discovery reminds us that to end the HIV pandemic, we must continue to believe that this virus is constantly evolving and using the latest technologies and resources to keep pace with its evolution," co-authored Carole McArthur, a professor at The Department of Oral and Craniofacial Sciences at the University of Missouri, Kansas City, said in a statement.

According to the World Health Organization, some 36.7 million people around the world are living with HIV. UNAIDS estimates that in 2016, some 1.8 million people have recently been infected.

The Nasarawa Football Association has just suspended Yakubu Hassan, a footballer who plays for Dubagari Football Club, Lafia, a local team in Nasarawa State indefinitely for slapping a centre referee during a football match.

Halidu Akwashiki, Vice Chairman of the association, confirmed the disciplinary action in an interview with a correspondent of News Agency of Nigeria in Lafia on Wednesday.

Akwashiki said that Hassan slapped the centre referee, Kasimu Ahmadu on October 29 during his team’s encounter with another local team, Winda Force Football Club in Nasarawa-Eggon Local Government Area of the state after he was cautioned for an infringement.

NAN reports that the initiative is for local teams across the state and kicked off on September 26 with 30 teams participating and divided into four groups.

Akwashiki described the incident as bizarre and said the FA via the disciplinary committee set up for the competition sat and decided to suspend the player from further participation in the competition.

Akwashiki, who is also chairman of the competition’s disciplinary committee added that aside from the suspension, the player was directed to write an apology letter to the match officials and his club to pay a fine to the FA.

“The actions we took will serve as lessons to other players and clubs never to intimidate or instigate violence against match officials and to adhere strictly to the rules of the game,” he said.

He explained that the incident had been awkward and embarrassing to the match officials and both teams involved in the fixture and even warranted the player’s teammates reprimanding him for his action.

“It was embarrassing for everyone, and I mean everyone including the fans because we all assumed this action is unheard of in this generation but to our surprise, we have been reminded of the dangers match officials face just for doing their jobs; it is sad,” he said.

Also speaking, Mohammed Isa, Secretary General, Nasarawa State Referees Council, expressed his disappointment over the incident and canvassed for stiffer punishment for any player who violently attacks referees in the course of carrying out their duties on the field of play

Buhari's Government Should Please forgive Rivers State - Governor Wike

Governor Nyesom Wike has prayed Federal Government (FG) to forgive Rivers state people for any wrong they did to warrant perceived federal neglect currently being suffered by the state.

Wike spoke on Tuesday in Port Harcourt during maiden delivery of Liquefied Petroleum Gas (LPG) to downstream investor, Stockgap Terminal by the Nigeria Liquefied Natural Gas (NLNG) Bonny.

Highlighting some the vexed issues of federal neglect, the Governor said, “Because it’s Rivers, FG has refused funding the Bodo-Bonny Highway even when NLNG has agreed to borne 50% of the (N120Billion) project cost.

“Even if Rivers has done anything wrong, please we are begging, forgive us, but I don’t think we have done anything wrong as Rivers people. Rivers is the better place to invest. We continue to support every investment brought here and the gratitude we get is that key investors are embracing our confidence to invest here why some people are de-marketing the state.”

Declining earlier promise to dredge the Bonny channels for ease of vessel movements, Wike said, “What is the Nigeria Ports Authority (NPA) doing? Rivers government should now be the one to dredge the channels and NPA is busy collecting levies and revenues from marine operators?

“Why should that be? You don’t expect me to dredge waterways for NPA to be collecting all the money. You (FG) are building a new Port in Lagos, but those in Rivers you rendered idle, grounded with no development attention.”

Wike pledged to upgrade the road leading to the Stock pad Terminal where Rivers and neighbouring states can now get closer and cheaper access to LPG instead of trucking from Lagos before now, the governor, however, cautioned management of the firm to carry the host Rumuolumeni along.

“What we won’t condone about investors investing in Rivers is denying our people deserved employment quota. You must ensure that we get the right quota of our people to work here and give adequate training to them to be better placed to excel in the industry”, Wike told management of the company.
